The Role of Risk Management Culture within Government Institutions
On Tuesday, December 23, 2025, Bayt Al-Hikma—represented by the Department of Quality Management and Institutional Development—organized an awareness lecture titled "The Role of Risk Management within Government Institutions," for a group of the institution's staff members.
The lecture was delivered by Mr. Awf Abdul Rahman Ayoub from the Department of Total Quality Management at the Ministry of Transport. The lecturer  highlighted the importance of risk management within government bodies and the methodologies for determining risk values. He further emphasized the vital role of risk management in addressing challenges to prevent hazards and reduce  their impact on institutions.
The lecturer covered the concept and types of risk management, along with management strategies and the implementation of regulatory procedures designed to lower the probability of occurrence and limit the overall impact. He explained the stages of risk management application, including identification, analysis, evaluation, and monitoring.
Furthermore, the researcher presented a series of illustrative charts for institutional risk assessment, clarifying the concepts of probability and impact and how to evaluate them. He focused on various risk categories, such as: strategic, operational,  technical , financial, legal, political , competitive risks , natural disasters , labor liability risks.
He stressed the necessity of studying each type and assessing its severity within the institutional framework.
This  lecture aimed to foster a proactive culture to counter potential threats and minimize their consequences , and to enhance institutional efficiency by empowering employees to identify risks, take appropriate corrective actions, and build a culture of safety and responsibility. Ultimately, this ensures business continuity, the achievement of strategic objectives, and the protection of  resources.
