Legal Awareness for Public Servants and Its Impact on Preventing Corruption Crimes
As part of the objectives of the Quality Management and Institutional Development Department’s plan at Bayt al-Hikma, an awareness lecture was held on Thursday, April 16, 2026, targeting a number of employees from scientific departments and administrative units in the Mirror Hall.
The session was chaired by Ms. Sumaya Maan, Director of the Quality Management and Institutional Development Department at Bayt al-Hikma, and featured a lecture by Lawyer Saad Ghazi al-Anzi from the Iraqi Bar Association.
The importance of enhancing an employee's legal awareness lies in enabling them to know their functional rights and duties, ensuring they perform their tasks with confidence and awareness, protecting them from administrative errors and legal liability, and contributing to achieving the institution's goals with high professionalism. Furthermore, legal awareness is considered one of the fundamental pillars for preventing corruption crimes.
The lecturer addressed the rules of professional conduct for an employee's duties, how to adhere to them, and how to avoid administrative errors during their work within the institution. He reviewed disciplinary sanctions, the elements of administrative decisions, and methods for dealing with textual ambiguity to prevent falling into legal accountability resulting from ignorance of the law. The researcher also presented a group of important issues that an employee might face, along with the necessary legal and professional remedies to follow. The lecture concluded with a series of questions and discussions with the participants, where he described legal awareness as a fortification tool for the employee, enabling them to work within a framework of law and legitimacy.
